Heat sesame oil and water in a medium saucepan over medium-high heat, then add garlic, ginger, onion, bell pepper, and jalapeño peppers. Cook and stir for 5-10 mins, or until onion is translucent.

Add cinnamon, rice, broth, bay leaf, and cayenne pepper. Bring to a boil, uncovered, over medium-high heat.

Lightly cover and reduce heat to simmer on low for 30 mins, or until rice is tender.
