Cook noodles according to directions on package, rinse with cold water and drain.

Prep vegetables and combine everything except romaine with cooled noodles in a large bowl.

Whisk together dressing ingredients (using a hand-held immersion blender works as well).

Pour dressing over noodle veggie mix.

Toss lightly and serve over bed of chopped romaine (optional).
